Boston's Penal Institutions - Part 1

At the close of the 19th century, Boston's penal institutions - discussed in this article by William I. Cole - were permitted to house children as young as twelve.  Adults were incarcerated in the same facilities.

The article was published in The New England Magazine (Volume 23, Issue 5) in January of 1898.
